Start where the cost is
Not the oldest system, and not the easiest one to replace. The place where people spend hours on work a computer should be doing, or where errors are expensive to correct. That is where the return is quickest and the argument for the next phase gets made for you.
The legacy system is not the enemy
It usually encodes years of hard-won rules that nobody has written down elsewhere. Sometimes the right move is to put a clean interface in front of it and leave it running. Replacing it is a decision to make on evidence, not on its age.
Adoption decides the outcome
A system nobody uses has not transformed anything. Training, a migration path for existing data, and a plan for the period when both old and new run together — these are part of the project, not an afterthought.
